Everyone may have heard news about vehicles illegally disposing of industrial waste in public places, and in some cases, the vehicles either do not have a “WoAo. 8” license or have a fake one. You might wonder why it is important for vehicles transporting industrial waste to have a “WoAo. 8” license. Today, we have the answer.
What is WoAo. 8?
WoAo. 8 refers to a license for possessing hazardous substances, similar to a driver’s license. If the substance is classified as a type 3 hazardous material (categories 5.1 – 5.5), the owner must have a WoAo. 8 license to possess the hazardous material.
How many types of hazardous substances are there, and what do they include?
According to the Hazardous Substances Act, B.E. 2535 (1992), hazardous substances are classified into four types based on their level of danger:
- Type 1 Hazardous Substances: These are substances that pose minimal risks compared to other types. The law requires producers, importers, and exporters to notify authorities about the substance and label the product as required. Substances in this category include materials that must comply with certain guidelines regarding their production, import, export, or possession.
- Type 2 Hazardous Substances: These are more dangerous than Type 1 substances. The law requires producers, importers, exporters, or possessors to register the hazardous substance and notify the authorities before engaging in any activities. The label must display the hazardous substance information.
- Type 3 Hazardous Substances: These substances are more dangerous or risky than Types 1 and 2. The law mandates that the producer, importer, exporter, or possessor must obtain authorization from the authorities before engaging in any activities. The label must include the hazardous substance registration number.
- Type 4 Hazardous Substances: These are substances with high risks due to their intrinsic properties or usage. The law prohibits anyone from producing, importing, exporting, transferring, or possessing these substances unless authorized for specific analytical laboratory purposes.
Why is having a WoAo. 8 license important?
Having a WoAo. 8 license ensures that the possession of hazardous substances is legal. If hazardous materials are illegally disposed of, legal action can be taken based on the law. In industries or businesses dealing with hazardous substances, possessing a WoAo. 8 license enhances credibility and trust with clients or service users. In the case of hazardous waste transportation, vehicles with a WoAo. 8 license can legally carry industrial waste.
Authorization to possess hazardous substances (Type 3) and renewal
To apply for authorization, you must submit an application using WoAo. 7, and for renewals, use WoAo. 9 along with supporting documents. If the information is complete and correct, the authorities will process the application and provide a receipt.
The reviewing officers will inspect the business, and the General Administration Department will issue the license number for importing or exporting hazardous substances. The authorized person will sign the license, and a notice will be sent to the operator.
